Eligibility Criteria for PSARA License Registration in MP

Eligibility Criteria for PSARA License Registration in MP

Quick answer: The eligibility criteria for PSARA license registration in MP cover four areas: owners must be Indian residents with clean antecedents and PSARA training and not disqualified under Section 6; the entity must be a recognised type with valid registrations; the agency must have a genuine office in MP; and it must be able to deploy guards who meet Section 10 conditions.

Eligibility is the first gate in any PSARA application, yet it is often checked last. Understanding the eligibility criteria for PSARA license registration in MP before you spend on registrations and documents can save months. We find it useful to think of eligibility in four layers. All four must be satisfied.

Layer 1: The owners

The Controller and the police look closely at the people who own and control the agency: the proprietor, every partner or director, or the society chairman.

Positive requirements

  • Indian resident
  • Clean character and antecedents, confirmed through police verification
  • Training certificate from an MP PSARA registered institute
  • Basic financial track record, shown through ITRs of the last three years
  • For partners and directors, marksheet of final education

Disqualifications under Section 6

Section 6 of the Act sets out who is not considered for a license. In general terms, it includes a person convicted of an offence relating to the security agency business, or of an offence involving moral turpitude, and a person dismissed or removed from government service on grounds of misconduct, along with other grounds specified in the Act. Read the provision on India Code if any owner has a past matter, and take advice before applying.

Layer 2: The entity

The applicant must be one of the recognised forms: proprietorship, partnership firm, LLP, OPC, private limited company or society. Beyond the form, the entity should be properly set up:

  • Constitution documents in order (deed, LLP agreement, MOA and AOA, or by-laws, as applicable)
  • PAN of the firm, company or society
  • GST, EPF and ESIC registration
  • Shop and Establishment (Gumasta) certificate
  • A name that is unique on the PSARA portal and does not include DETECTIVE, INVESTIGATION, SURVEILLANCE, INTELLIGENCE, INTERROGATION, FACILITY or LABOUR SUPPLIER

If you still need to set up the business, our company, LLP and firm registration and ESIC registration services can be bundled with the license work.

Layer 3: The office

A place of business in Madhya Pradesh is essential. It must be supported by a rent agreement, NOC or ownership document, and it will be physically verified by the police. Practical expectations include a visible banner with the agency name, a usable inner space and a person present during working hours. You will upload outer and inner photographs as part of the application. Other-state agencies must also provide the ESIC sub-code for their MP office.

Layer 4: The guards and training arrangement

An agency is eligible only if it can deploy guards lawfully. Section 10 sets the conditions for security guards:

ConditionRequirement
CitizenshipIndian citizen
AgeBetween 18 and 65 years
AntecedentsCharacter and antecedents verified
TrainingTrained as prescribed

To show that guards will be trained, the agency signs an MoU with an MP PSARA registered training institute. Our MoU with PSARA training institute service arranges this. You also prepare a uniform with the company logo and an ID card, and submit a guard's four-side photograph in full uniform.

Note: Meeting the eligibility criteria does not guarantee a license. The Controller considers the full application, verification reports and replies to queries. Eligibility simply means you are in a position to apply.

How the four layers are tested in practice

Each layer is checked at a different point. The entity and documents are examined when the Controller scrutinises your online application. The owners and the office are tested during police verification, when officers visit the premises and verify the proprietor, partners or directors. The guard-related layer is reviewed through your MoU, uniform photographs and ID card at the application stage, and continues to matter throughout the life of the license, since every guard you deploy must meet Section 10 conditions.

What if you are not yet eligible?

Most gaps are fixable. Training can be completed in a short time, registrations can be obtained, and an office can be arranged. The harder issues are owner-level, such as a Section 6 concern, where the solution may be a change in who owns or manages the agency. It is far better to resolve this before applying than to have an application stall at police verification.

We usually suggest running this self-check with every proposed owner present, so that questions about past matters, ITR filings or residence are raised early and answered honestly.

Once you clear the checklist, the next step is the application itself, explained in our article on the step-by-step procedure for new PSARA license registration.

Frequently Asked Questions

Is there a minimum educational qualification for PSARA applicants?

The document lists for partnerships, LLPs and private limited companies include the marksheet of final education of each partner or director, and all owners must complete PSARA training. The Act and model rules should be checked for any specific qualification. In practice, the marksheet is submitted as part of the personal documents.

Is there an age limit for the agency owner?

The 18 to 65 age range in Section 10 applies to security guards, not to agency owners. Owners must be eligible persons with clean antecedents and PSARA training. Many agencies are run by retired defence personnel, who submit their retirement documents as part of their personal papers.

Does the agency need minimum capital or turnover to be eligible?

The MP document list does not set a minimum capital or turnover, but it includes ITRs of the last three years for each owner, which show financial history. In practice, you also need enough working capital to pay guard salaries and EPF and ESIC contributions before client payments arrive.

Can I meet the eligibility criteria if my office is shared?

A shared office can create verification difficulties, because the police verify the premises and you must show outer and inner photographs with your banner. If you share space, the rent agreement or NOC should clearly cover your agency, and your signage and working area should be distinct and identifiable.
