Shop & Establishment (Gumasta) Registration

Quick answer: Gumasta registration is the certificate issued for a shop or commercial establishment under the Madhya Pradesh Shops and Establishments Act, 1958. For a security agency, the Shop Act (Gumasta) certificate of the MP office is a required document in the MP PSARA application for every type of applicant. It is applied for online with owner, office and employee details.

In Madhya Pradesh people commonly call the Shop and Establishment certificate a "Gumasta" or "Gumasta license". For a security agency it does two jobs. It registers your office as a commercial establishment under state labour law, and it gives the PSARA authority an official record of your business place in Madhya Pradesh. Because the PSARA license is tied to an MP office that the police will physically verify, Gumasta registration should be done for exactly the same address you use everywhere else.

Why the Gumasta certificate is needed for MP PSARA

  • It is on the checklist: the proprietorship list asks for "Shop Act License (Gumasta)", and the partnership, LLP and company lists ask for the "Shop & Establishment Certificate (Gumasta)". See documents required for MP PSARA registration.
  • It proves the business place: along with the rent agreement or ownership document, it supports the requirement that the applicant has an office in Madhya Pradesh.
  • It is a base document for others: a proprietorship often uses the Gumasta certificate as business proof for GST, bank account, EPF and ESIC.
  • It sets working-hour rules: the Act governs opening hours, holidays, leave and records for office staff.

What the MP Shops and Establishments Act covers

The Madhya Pradesh Shops and Establishments Act, 1958 applies to shops and commercial establishments in the areas where it has been extended, which include the main cities and towns of the state. It regulates registration, working hours, weekly holidays, leave, wages and records for persons employed in the establishment. Your agency's office, where administration, recruitment, rosters and billing are handled, is the establishment to be registered. The exact procedure and any renewal requirement are set by the state Labour Department and have been revised over time, so we confirm the current rules at the time of filing. The text of state and central Acts can be read on indiacode.nic.in.

Documents required for Gumasta registration

Photograph and Aadhaar of the proprietor, partners or directorsIdentity of the employer
PAN of the owner or entityIdentity and tax link
Rent agreement or ownership document of the MP officeProof of the establishment's address
Owner's NOC and recent electricity billConsent and address confirmation for rented premises
Entity documentPartnership deed, LLP agreement or certificate of incorporation, as applicable

Gumasta registration process

  1. Finalise the office: sign the rent agreement, get the owner's NOC and set up the name board in the exact agency name.
  2. Apply online through the Madhya Pradesh Labour Department's service for registration of shops and establishments, filling owner, establishment and employee details.
  3. Upload documents and make any payment the system asks for.
  4. Scrutiny: the concerned labour office reviews the application and may ask for clarification.
  5. Certificate: once approved, the registration certificate is issued and can be downloaded.
  6. Display and keep records: keep the certificate at the office and maintain attendance, wage and leave records as the Act requires.

Timeline

When documents are complete and the address is clear, Gumasta registration in Madhya Pradesh is usually issued within a few working days, though in some areas it can take a couple of weeks. Applications slow down when the rent agreement is unclear, when the electricity bill does not match the address, or when the name differs from other records. We apply for Gumasta immediately after the office is finalised, often alongside GST.

Keep it updated

  • Report changes in the name, address, ownership or partners as required by the rules.
  • If you shift the office, update Gumasta, GST, EPF and ESIC together, and inform the PSARA authority as applicable.
  • Check whether your certificate carries a validity date and renew it in time if so. An outdated certificate can create problems at MP PSARA license renewal.
  • Keep statutory registers for office staff in case of a labour inspection.

Gumasta for agencies with offices in several districts

A Shop and Establishment registration is for a particular establishment. If your agency opens branch offices in more than one district of Madhya Pradesh, each branch is generally a separate establishment and may need its own registration. This is different from the PSARA license, where you choose the area of operation (one district, up to five districts or the entire state) when you apply. Plan the branch structure early so that each office has its rent agreement, Gumasta certificate and staff in place before you deploy guards from it.

How it fits into your PSARA filing

The Gumasta certificate is usually the first labour document you obtain, because it fixes the office address for everything else. It then appears in the PSARA document set with the rent agreement, GST, EPF and ESIC. For proprietors the exact list is on our PSARA documents for proprietorship firm page, and for firms on PSARA documents for partnership firm.

Frequently Asked Questions

Is Gumasta the same as a trade license from the municipal corporation?

No. Gumasta is the Shop and Establishment registration under the state labour law. A trade or health license from the municipal body is a different permission that some businesses need. For the MP PSARA application, the document asked for is the Shop Act or Shop and Establishment (Gumasta) certificate of your MP office.

Can I get a Gumasta certificate for a residential address?

It depends on the premises and local rules, but for a security agency it is better to use a proper office. The PSARA authority and police verify the business place, and inner and outer photographs with the agency banner are part of the file. A dedicated office with a clear rent agreement usually avoids questions.

My agency is registered in another state. Do I need Gumasta in MP?

Yes. For an MP PSARA license, your office in Madhya Pradesh needs its own Shop and Establishment registration, along with a rent agreement, GST registration and an ESIC sub-code for that office. A Shop Act certificate from your home state does not cover the MP establishment.

Does every guard need to be shown in the Gumasta application?

The Gumasta application concerns the establishment and its employees, mainly the office staff. Guards deployed at client sites are covered through your EPF and ESIC registrations and your PSARA records. We help you state the employee details correctly so the figures are consistent across your registrations.
