MP PSARA REGISTRATION

How to Register a Private Security Agency in Madhya Pradesh

How to Register a Private Security Agency in Madhya Pradesh

Quick answer: To register a private security agency in Madhya Pradesh you complete two layers. First, register the business: entity (if not a proprietorship), Gumasta, GST, EPF and ESIC at an MP office. Second, obtain the PSARA license from the Controller of PSARA, MP through psara.gov.in. Only the second layer allows you to provide security services legally.

When people ask how to register a private security agency in Madhya Pradesh, they often mean different things. Some are asking about company registration, others about GST, and others about the PSARA license. In reality, all of these are part of one journey. Getting them in the right order is what separates a smooth registration from months of corrections.

The two layers of registration

LayerWhat it includesWhat it gives you
Layer 1: Business registrationEntity registration, PAN, Gumasta, GST, EPF, ESIC, optionally Udyam and trademarkA legal business that can hire, bill and pay statutory dues
Layer 2: PSARA licenseTraining, institute MoU, documents, affidavits, online application, police verificationLegal permission to provide private security services in the licensed area

A business with only Layer 1 is not allowed to supply guards. Section 4 of the PSARA Act prohibits carrying on private security agency business without a license, and Section 20 provides for a fine of up to Rs 25,000, imprisonment of up to one year, or both.

Layer 1 in detail: setting up the business

Step 1: Pick and protect the name

Before registering anything, search the name on the official PSARA portal (psara.gov.in). If the same name exists, change it. Since 2022, MP does not allow the words DETECTIVE, INVESTIGATION, SURVEILLANCE, INTELLIGENCE, INTERROGATION, FACILITY or LABOUR SUPPLIER in an agency name. Once the name is clear, you may also consider trademark registration to protect your brand.

Step 2: Form the entity

A proprietorship needs no separate registration, though the proprietor's documents carry the application. A partnership needs a partnership deed. An LLP, OPC or private limited company is incorporated through the Ministry of Corporate Affairs. A society is registered under the applicable society law. Each option has its own document list for PSARA.

Step 3: Secure the MP office

Take a rent agreement or keep ownership proof for an office in Madhya Pradesh. Use this one address for every registration that follows.

Step 4: Statutory registrations

  • Shop and Establishment (Gumasta): establishes the office as a registered establishment.
  • GST: security services are generally taxable, and GST registration is part of the PSARA document list. Details on GST registration for security agencies.
  • EPF and ESIC: both certificates are required for the application and are essential once guards are on payroll.
  • Udyam/MSME (optional): useful for some tenders and schemes.

Step 5: Training and MoU

The proprietor, every partner or director, or the society chairman needs a training certificate from an MP PSARA registered institute. The agency signs an MoU with such an institute to arrange the prescribed training for guards.

Step 6: Uniform, ID card and photographs

Design the uniform with the company logo, print ID cards, and photograph a guard in full uniform from four sides. Photograph the office from outside with the banner and from inside. Partnerships, LLPs and companies also submit a cloth sample of the uniform; companies add logo embroidery on cloth.

Step 7: Affidavits and formats

Prepare affidavits as per the MP guideline, such as Form 3 and Form 7 for a proprietorship or affidavits of all directors for a company.

Step 8: Online application

Create a profile on psara.gov.in, fill the form, upload documents, pay the government fee and submit. The fee is Rs 5,000 for one district, Rs 10,000 for up to five districts and Rs 25,000 for the entire state.

Step 9: Verification and license

The Controller issues a letter for police verification of the owners and the office. Queries, if any, are answered on the portal. After successful verification, the license is issued if everything is in order, usually within about 60 to 90 days in practice.

Why the order matters: three costly examples

What went wrongConsequenceHow to avoid it
Company incorporated as "XYZ Detective and Security Pvt Ltd"Name not acceptable for MP PSARA; name change and amendments to GST, EPF, ESIC neededScreen the name against restricted words first
GST taken at a relative's home, office rented elsewhereAddress mismatch across documents; query and amendmentFix the office before any registration
Partner added after training was arranged for othersNew partner's training and verification delay the fileFinalise owners before starting Layer 2

Tip: Treat the name, the owners and the office as fixed inputs. Once they are settled, everything else can move in parallel.

A note for agencies already running other businesses

If you already operate a manpower, housekeeping or contracting business, you may have most of Layer 1 in place. Review three things before moving to Layer 2: whether the existing name contains a restricted word, whether the registered address is a genuine MP office that can be verified, and whether every partner or director is willing and eligible to complete PSARA training and police verification. If any answer is no, a separate entity dedicated to security services may be the cleaner route.

What registration costs

Costs come from three sources: Layer 1 registrations (which vary by entity and what you already hold), the PSARA government fee based on area, and professional fees, which are quoted after reviewing the case. Agencies that already have GST, EPF and ESIC spend much less overall.

After registration

Registration is followed by ongoing obligations: deploying only eligible and trained guards, paying statutory dues, keeping records and renewing the license every five years, at least 45 days before expiry. Our MP PSARA license registration service covers both layers end to end, and we handle Layer 1 add-ons like company and LLP registration under the same engagement.

Frequently Asked Questions

Is company registration enough to start a security agency in MP?

No. Company registration creates the business, but providing private security services requires a PSARA license from the Controller of PSARA, Madhya Pradesh. Until the license is issued, the company should not supply guards, even if it has GST, EPF and ESIC registrations in place.

Should I register GST before or after applying for PSARA?

Before. The GST registration certificate is part of the MP PSARA document list for every entity type, along with Gumasta, EPF and ESIC. Register GST at the same MP office address you will show in the PSARA application so that the documents match during scrutiny and police verification.

Can I convert my proprietorship agency into a private limited company later?

Businesses do restructure as they grow, but the PSARA license is granted to a specific applicant after verifying specific owners. A change of entity usually means fresh documentation and possibly a fresh application for the new entity. Take advice before converting so that your operations are not interrupted.
