MP PSARA License Registration: Complete Step-by-Step Guide
Quick answer: MP PSARA license registration involves nine stages: checking the agency name, preparing documents and affidavits, creating a profile on psara.gov.in, filing the form, paying the government fee, police verification of the owners and office, replying to portal queries and, finally, the license issued by the Controller of PSARA, Madhya Pradesh. In practice it usually takes about 60 to 90 days.
If you plan to run a private security agency anywhere in Madhya Pradesh, MP PSARA license registration is not optional. Section 4 of the Private Security Agencies (Regulation) Act, 2005 says no person can carry on or provide private security agency business without a license. This guide breaks the process into nine clear steps, explains what happens at each stage, and points out where most applicants lose time.
Before you begin: three things to settle
Most delays start before the application is even opened. Settle these three points first:
- Entity type. You can apply as a proprietorship, partnership firm, LLP, OPC, private limited company or society. The entity decides whose documents, training certificates and police verification are required.
- Operating area. Decide whether you need one district, up to five districts or the whole state. This decides the government fee.
- Office in MP. You need a genuine place of business in Madhya Pradesh, because the police will verify it.
The nine steps at a glance
| Step | What happens | Who acts |
|---|---|---|
| 1 | Agency name checked on the PSARA portal | Applicant / consultant |
| 2 | Name screened against restricted words | Applicant / consultant |
| 3 | Documents, formats and affidavits prepared | Applicant / consultant |
| 4 | Profile created on psara.gov.in | Applicant |
| 5 | Application form filled and documents uploaded | Applicant / consultant |
| 6 | Government fee paid and application submitted | Applicant |
| 7 | Letter issued for police verification | Controller of PSARA, MP |
| 8 | Queries answered and application re-submitted | Applicant / consultant |
| 9 | License issued after successful verification | Controller of PSARA, MP |
Step 1: Check your agency name on the portal
Search the proposed name on the official PSARA portal (psara.gov.in). If an agency with the same name already exists, you will have to change your name. It is far cheaper to change a name now than after you have registered GST, EPF and ESIC under it.
Step 2: Avoid the restricted words
Since 2022, certain words are not allowed in a security agency name in Madhya Pradesh: DETECTIVE, INVESTIGATION, SURVEILLANCE, INTELLIGENCE, INTERROGATION, FACILITY and LABOUR SUPPLIER. A name such as "XYZ Security and Facility Services" would need to be revised. If your existing company already carries one of these words, discuss options before filing.
Step 3: Prepare documents, formats and affidavits
This is the heaviest step. You will need personal documents of the proprietor, partners or directors (photo, PAN, Aadhaar, three years of ITR, PSARA training certificate) and business documents of the entity (office proof, Gumasta, GST, EPF, ESIC, MoU with a registered training institute, guard uniform photos, office photos and affidavits). The exact list varies by entity; see our page on documents required for MP PSARA registration.
Tip: Get the PSARA training certificate and the institute MoU arranged early. They depend on a third party and are a common reason the file sits incomplete.
Step 4: Create a profile on psara.gov.in
Registration on the portal is done with the applicant's details, a working mobile number and an email address that you will actually check. Every query and status update is linked to this login, so do not use a number that belongs to a staff member who may leave.
Step 5: Fill the form and upload documents
The online form asks for entity details, owner details, office address, operating districts and information on training and staff. Upload each document in the correct slot, clearly scanned and legible. Mismatched names or addresses between documents are a frequent cause of queries.
Step 6: Pay the government fee and submit
The government fee in MP is based on the operating area. You can read the full slab on our MP PSARA license government fees page.
| Operating area | Government fee |
|---|---|
| One district | Rs 5,000 |
| Up to five districts | Rs 10,000 |
| Entire Madhya Pradesh | Rs 25,000 |
Professional or consultancy fees are separate and are quoted after reviewing your case.
Step 7: Police verification
After scrutiny, the Controller of PSARA, Madhya Pradesh issues a letter for police verification. The police verify the proprietor, or all partners or directors, and also the office premises. Keep the office open, the banner displayed and the owners reachable during this period. This stage usually takes the longest.
Step 8: Reply to queries on the portal
If the department needs clarification or a corrected document, the query appears on the portal. The applicant logs in, replies, uploads what is needed and re-submits. Slow replies are the single biggest controllable delay, so check the portal regularly.
Step 9: License issued
Once police verification of both the office and the owners is successful and everything is in order, the Controller issues the license. The license is valid for five years unless cancelled. Diarise the expiry date immediately, because renewal must be applied for at least 45 days before expiry.
How long does the whole process take?
There is no fixed statutory time limit. In practice, applications commonly take about 60 to 90 days, depending mostly on police verification and how quickly queries are answered. A complete, consistent file is the best way to stay at the shorter end of that range.
After you receive the license
Getting the license is the start, not the end. You must deploy only eligible, trained and verified guards, maintain records and keep your registrations current. Our MP PSARA yearly compliance service helps agencies stay ready for inspection and renewal.
If you would prefer to hand over the paperwork, our team prepares every document, format and affidavit, files the application and follows up until approval. Learn more about our MP PSARA license registration service or call us to discuss your case.
Frequently Asked Questions
Can I start providing guards while my MP PSARA application is pending?
No. Section 4 of the PSARA Act prohibits carrying on private security agency business without a license. Filing an application does not give permission to operate. Contravention can attract a fine of up to Rs 25,000, imprisonment of up to one year, or both under Section 20, so wait for the license before signing deployment contracts.
Do all directors of a company need police verification?
Yes. For a company, the police verification letter covers all directors, and for a partnership or LLP it covers all partners. The office premises are verified as well. Every person named should have consistent documents and be available, because a single unreachable director can hold up the whole application.
What if my preferred agency name contains the word Facility?
Since 2022, FACILITY is one of the words not allowed in an MP security agency name, along with words such as DETECTIVE and LABOUR SUPPLIER. You will need to choose a different name. Ideally, finalise a compliant name before registering the company, GST and other licenses, so you do not have to amend them later.
Is the license valid for the whole of Madhya Pradesh?
Only if you apply and pay for the entire state. The government fee is Rs 5,000 for one district, Rs 10,000 for up to five districts and Rs 25,000 for all of Madhya Pradesh. Your license covers the area you applied for, so choose based on where you realistically expect to deploy guards.
