MP PSARA License Registration in Madhya Pradesh

Quick answer: MP PSARA license registration is the mandatory approval a private security agency needs before it can provide security guards anywhere in Madhya Pradesh. You apply online on the PSARA portal, pay a district-based government fee of ₹5,000 to ₹25,000, clear police verification of the owners and the office, and receive a license from the Controller of PSARA, Madhya Pradesh, valid for five years.

If you plan to start a security agency in Madhya Pradesh, or you already supply guards and have not yet been licensed, MP PSARA license registration is the first legal step. This page explains what the license is, who needs it, who is eligible, the government fee, the nine-step process followed in MP, the names you cannot use, the documents required for each type of entity and how long approval usually takes. It also explains exactly what PSARA Consultancy, run by Prospect Legal Pvt Ltd, does for you from the first consultation until the license is issued.

What is an MP PSARA license?

The Private Security Agencies (Regulation) Act, 2005 (PSARA) regulates every business that provides private security services in India. Under Section 4 of the Act, no person can carry on or provide private security agency business without a license issued by the Controlling Authority of the state. In Madhya Pradesh, that authority is the Controller of PSARA, Madhya Pradesh, and applications are made online on the official portal psara.gov.in.

The Act is supported by the Private Security Agencies Central Model Rules, 2020, notified by the Ministry of Home Affairs, which set out how agencies must train, verify and manage their guards and supervisors. A license granted in another state does not let you operate in MP; you need a separate MP PSARA license for the districts where you will work.

Operating without a license is an offence. Section 20 of the Act provides for a fine of up to ₹25,000, or imprisonment of up to one year, or both. Clients such as banks, hospitals, factories, housing societies and government departments also ask for a valid PSARA license before awarding a security contract.

Who needs a PSARA license in Madhya Pradesh?

You need an MP PSARA license if you provide, or plan to provide, trained security guards or security services to other people or organisations in Madhya Pradesh. This typically includes:

  • New entrepreneurs starting a security guard agency in Bhopal, Indore, Jabalpur, Gwalior or any other MP district
  • Manpower or facility service companies that also deploy security guards
  • Security agencies licensed in another state that want to take contracts in MP
  • Retired armed forces, police or government personnel starting their own security business
  • Existing agencies that have been working without a license and now want to regularise

An organisation that employs guards only for its own premises, and does not provide them to others, is generally not running a security agency business. If you are unsure which side of the line you fall on, speak to us before you sign any client contract.

Eligibility for MP PSARA license registration

The basic eligibility conditions in Madhya Pradesh are:

  • The applicant (proprietor, every partner or every director) should be an Indian resident
  • The applicant should have clean antecedents, because police verification is carried out for each owner
  • The agency must have a business place, that is, a working office, in Madhya Pradesh
  • The proprietor, partners or directors should hold a training certificate from an MP PSARA registered training institute
  • The agency should have an MoU with an MP PSARA registered training institute for training its guards

Section 6 of the Act lists persons who are not eligible for a license. Broadly, these include persons convicted of an offence connected with the security agency business or of an offence involving moral turpitude, and persons dismissed or removed from government service on grounds of misconduct. The full list is available in the Act text on India Code. We review these points with you during pre-registration consultancy so that the application is not rejected later.

MP PSARA license registration process in 9 steps

  1. Name check: Search the proposed agency name on the PSARA portal. If the same name already exists, the name must be changed.
  2. Restricted words check: Since 2022, certain words are not allowed in the agency name in MP (see the table below).
  3. Document preparation: Prepare all documents, formats and affidavits as per the MP PSARA guideline.
  4. Profile creation: Create the applicant profile on psara.gov.in.
  5. Form filling and upload: Fill the online application and upload all documents in the required format.
  6. Fee payment and submission: Pay the government fee online and submit the application.
  7. Police verification letter: The Controller of MP PSARA issues a letter for police verification of the proprietor, or all partners or directors, and of the office.
  8. Query reply: If any query is raised, it appears on the portal; the applicant logs in, replies and re-submits.
  9. License issue: After successful police verification of the office and the owners, the Controller issues the license if everything is in order.

Each stage is explained in more depth on our MP PSARA license registration process page.

Words not allowed in the agency name

Since 2022, applications in Madhya Pradesh are not accepted with the following words in the agency name. Choosing a compliant name at the start avoids a forced change after you have already registered the entity, GST and other licences.

DETECTIVEABC Detective & Security Services
INVESTIGATIONABC Investigation Agency
SURVEILLANCEABC Surveillance Services
INTELLIGENCEABC Intelligence Security
INTERROGATIONABC Interrogation Services

The document set changes with the type of entity. In every case you need personal documents of the owners (photo, PAN, Aadhaar, ITR of the last three years and the PSARA training certificate) and business documents of the agency (MP office rent agreement or ownership proof, Shop Act, GST, EPF and ESIC registrations, MoU with a training institute, guard uniform photographs, office photographs and affidavits). Agencies licensed in another state should also keep their other-state PSARA license and an ESIC sub-code for the MP office. All lists in one place are on the documents required for MP PSARA registration page.

How long does MP PSARA registration take?

There is no fixed statutory time limit for issuing the license. In practice, it commonly takes about 60 to 90 days from submission, mainly depending on how quickly police verification is completed and how soon queries are answered.

StageUsual time (indicative)
Consultation, name check and document preparation1 to 3 weeks, depending on pending registrations
Online filing and fee payment1 to 3 days after documents are final
Police verification of owners and officeUsually the longest stage; varies by district
Query reply and re-submission (if any)A few days per query when documents are ready
License issueAfter verification reports are received and found in order

Tip: Most delays come from incomplete documents, a name that has to be changed, an office that does not match the rent agreement during police verification, or a late reply to a portal query. A complete, consistent file from day one is the best way to keep the timeline short.

Frequently Asked Questions

Is a PSARA license mandatory to run a security agency in Madhya Pradesh?

Yes. Section 4 of the PSARA Act, 2005 prohibits any person from carrying on private security agency business without a license from the state Controlling Authority. Operating without one can attract a fine of up to ₹25,000, imprisonment of up to one year, or both, and most clients will not award contracts to an unlicensed agency.

Can I use my PSARA license from another state to work in MP?

No. A PSARA license is state-specific. An agency licensed in another state must apply separately for an MP PSARA license for the districts where it wants to operate. Your other-state license is uploaded as a supporting document, and you will also need an MP office and, generally, an ESIC sub-code for that MP office.

How many districts should I choose in my MP PSARA application?

Choose based on where you realistically expect to deploy guards over the next five years. One district costs ₹5,000, up to five districts ₹10,000 and the whole of Madhya Pradesh ₹25,000. If you plan to bid for tenders across the state, the state-wide option usually saves the trouble of extending coverage later.

Do I need a physical office in Madhya Pradesh to apply?

Yes. A business place in MP is a basic requirement, and police verification covers the office as well as the owners. You will need a rent agreement, NOC or ownership document for that office, along with inner and outer photographs showing a banner with the agency name.

Why can my application be returned with a query?

Common reasons are a missing or unclear document, a mismatch between names or addresses across documents, an incorrect affidavit format, a missing training certificate for one partner or director, or an issue noticed during police verification. The query appears on the portal and must be answered and re-submitted promptly to keep the application moving.
