MP PSARA License Registration Process: 9 Steps

Quick answer: The MP PSARA registration process has nine stages: check the agency name, avoid banned words, prepare documents and affidavits, create a profile on psara.gov.in, fill the form and upload documents, pay the fee and submit, undergo police verification of owners and office, answer any portal query, and receive the license from the Controller of PSARA, Madhya Pradesh.

The MP PSARA registration process is entirely online, but most of the real work happens before you open the portal. A security agency that prepares its name, entity, registrations and affidavits correctly usually moves through police verification and approval with far fewer queries. Below, each of the nine stages followed in Madhya Pradesh is explained in plain language, along with the common mistakes at each step.

Before you start: a readiness check

Confirm these points before you begin the application:

  • You have chosen the entity type: proprietorship, partnership firm, LLP, OPC, private limited company or society
  • You have a working office in Madhya Pradesh with a rent agreement, NOC or ownership proof
  • The proprietor, all partners or all directors are Indian residents with clean antecedents
  • Each of them holds, or is enrolled for, a training certificate from an MP PSARA registered institute
  • Shop Act (Gumasta), GST, EPF and ESIC registrations are in place or in progress
  • An MoU with an MP PSARA registered training institute is signed or being arranged

If any item is missing, it can be arranged in parallel. See the full documents required for MP PSARA registration.

The 9 stages of MP PSARA registration

Step 1: Check the agency name on the PSARA portal

Search your proposed name on the PSARA portal. If an identical name already exists, you must change your name. Do this before registering the company, GST or Gumasta in that name, otherwise you may have to amend several registrations later.

Step 2: Avoid words banned since 2022

In Madhya Pradesh, the following words are not allowed in the agency name since 2022:

Not allowed in agency name
DETECTIVE
INVESTIGATION
SURVEILLANCE
INTELLIGENCE
INTERROGATION
FACILITY
LABOUR SUPPLIER

Step 3: Prepare documents and formats as per MP guideline

This is the most time-consuming stage. It covers personal documents of the owners, entity registrations, office and uniform photographs, the training MoU, and affidavits such as Form 3 and Form 7 for a proprietorship or affidavits of all directors for a company. Names, addresses and dates must be consistent across every document. Our entity-wise lists for proprietorship firms and private limited companies show what is needed.

Step 4: Create a profile on psara.gov.in

The applicant registers on the official portal, psara.gov.in, and creates a login. Use an email ID and mobile number that will remain in use for the next five years, because portal communication and renewal will depend on them.

Step 5: Fill the form and upload documents

Enter details of the agency, owners, office and area of operation, then upload scanned documents in the prescribed size and format. Unclear scans, wrong files in a slot or details that do not match the uploaded proof are a frequent source of later queries.

Step 6: Pay the government fee and submit

Pay the fee online according to the area of operation: ₹5,000 for one district, ₹10,000 for up to five districts or ₹25,000 for the entire state. Details are on our MP PSARA license fees page. Save the payment receipt and the submitted application.

Step 7: Police verification letter

The Controller of MP PSARA issues a letter for police verification of the proprietor, or of all partners or directors, and of the office. Keep the office functional with the name banner displayed, and keep originals ready for the visiting officers.

Step 8: Reply to queries and re-submit

If the reviewing office needs clarification or a corrected document, the query appears on the portal. Log in, reply with the required document or explanation and re-submit. Delay at this stage directly delays the license.

Step 9: License issued

After successful police verification of the office and the owners, the Controller issues the license if everything is in order. The license is valid for five years, and renewal must be applied for at least 45 days before expiry.

Preparing for police verification

Police verification is usually the longest stage, and it is also the one where an applicant has the most influence over the outcome. Officers typically confirm that the owners are who they say they are, that their antecedents are clean and that the office actually exists at the declared address and is being used for the agency. A few practical steps help:

  • Keep the office open during working hours, with the agency name banner clearly visible outside
  • Keep a basic working set-up inside: a desk, chairs, a file cabinet and the agency's records
  • Keep originals of PAN, Aadhaar, the rent agreement and entity registrations ready
  • Make sure the proprietor, partners or directors are reachable on the numbers given in the application
  • Keep the guard uniform, ID card sample and training MoU available if asked

If an owner lives outside Madhya Pradesh, verification of that person may be routed to the police station of his or her residential address, which can add time. Plan for this when partners or directors are spread across states.

What changes for other-state agencies

An agency already licensed in another state follows the same nine stages but should note a few extra points. It needs a working office in MP, its other-state PSARA license is uploaded as a supporting document, and an ESIC sub-code for the MP office is generally required. Shop Act registration and GST for the MP place of business may also be needed. We review your existing registrations and tell you which ones must be extended to Madhya Pradesh.

Indicative timeline

StagesUsual time in practice
Steps 1 to 3: name, documents and formats1 to 3 weeks
Steps 4 to 6: profile, filing and payment1 to 3 days
Steps 7 to 9: verification, queries and licenseCommonly 60 to 90 days in total from submission

There is no fixed statutory time limit. The overall period mainly depends on police verification and how quickly queries are answered.

After the license is issued

Download the license from the portal, keep certified copies in the office and share a copy with clients as required. Note the expiry date and plan renewal well before the 45-day limit. From day one, guards must meet the conditions of the Act, including age, verification and training, and the agency should maintain the registers and records required under the rules.

Mistakes that slow the process

  • Registering the entity before checking the name on the PSARA portal
  • Using a banned word such as FACILITY or DETECTIVE in the name
  • Missing training certificates for one or more partners or directors
  • An office address on the rent agreement that differs from the actual premises
  • Guard uniform photographs without the company logo or ID card
  • Ignoring a portal query for several days

Frequently Asked Questions

Can I apply for an MP PSARA license offline?

The application in Madhya Pradesh is filed online on the PSARA portal, including document upload and fee payment. Physical documents are still important, because police verification is carried out on the owners and the office, and you should keep originals and a printed set of the application ready for that stage.

Who is police verified during MP PSARA registration?

Police verification covers the proprietor in a proprietorship, all partners in a partnership firm or LLP, and all directors in a company, along with the office premises in Madhya Pradesh. The Controller of MP PSARA issues a letter for this verification after the application is submitted.

What happens after I reply to a query on the portal?

Once you reply and re-submit, the application returns to the reviewing office. If the reply is satisfactory and police verification reports are in order, the application moves towards approval. If something is still incomplete, another query may be raised, so a complete and accurate first reply saves time.

Can I start providing guards after submitting the application?

No. Section 4 of the PSARA Act prohibits carrying on private security agency business without a license. Submission of the application is not a license. Wait until the license is issued before deploying guards or signing service contracts that require you to be licensed.
