MP PSARA License Registration and Renewal: Complete Guide for Security Agency Owners

MP PSARA License Registration and Renewal: Complete Guide for Security Agency Owners

Quick answer: MP PSARA license registration is mandatory before running a security agency in Madhya Pradesh. You apply on psara.gov.in to the Controller of PSARA with entity documents, owner training, an MoU with a registered institute and the government fee. The license is valid for five years, and renewal must be filed at least 45 days before expiry.

This is our cornerstone guide to MP PSARA license registration and renewal. It brings together, in one place, everything a security agency owner in Madhya Pradesh needs to understand across the life of a license: whether you need one, who can apply, how to prepare, what it costs, how approval works, what you must do once licensed, and how to renew without a gap. Where a topic deserves more depth, we link to a dedicated page.

1. Why the PSARA license matters

The Private Security Agencies (Regulation) Act, 2005 (PSARA) regulates private security agencies across India. Section 4 states that no person shall carry on or provide private security agency business without a license. Section 20 provides that contravention can be punished with a fine up to Rs 25,000, imprisonment up to one year, or both. The Ministry of Home Affairs also framed the Private Security Agencies Central Model Rules, 2020, and each state's Controlling Authority licenses agencies operating there. In Madhya Pradesh, that authority is the Controller of PSARA, Madhya Pradesh. You can read the Act on India Code.

Beyond legal compulsion, the license is commercial currency. Government departments, banks, hospitals, corporates and industrial units routinely ask for a valid license copy before awarding or renewing a guarding contract.

2. Who needs an MP PSARA license

  • Anyone starting a business of supplying security guards in Madhya Pradesh
  • Manpower or facility companies that also provide guards
  • Out-of-state security agencies that want to operate in MP, even if they hold a license elsewhere
  • Existing licensed agencies whose five-year term is ending, through renewal

3. Who can apply

An MP PSARA license can be held by a proprietorship, partnership firm, LLP, OPC, private limited company or society. The basic eligibility conditions are that the applicant is an Indian resident with clean antecedents and has a business place (office) in Madhya Pradesh.

Section 6 of the Act lists persons who are not eligible. In general terms, these include persons convicted of an offence relating to security agency business or involving moral turpitude, and persons dismissed or removed from government service on grounds of misconduct. Where the agency has several partners or directors, every one of them must be eligible.

4. Plan before you apply

Choose a compliant name

Check the proposed name on the PSARA portal first. If the same name exists, it must be changed. Since 2022, Madhya Pradesh does not allow these words in agency names: DETECTIVE, INVESTIGATION, SURVEILLANCE, INTELLIGENCE, INTERROGATION, FACILITY and LABOUR SUPPLIER. Do this before incorporating a company or LLP, because changing an incorporated name later is slow.

Decide your area of operation

The MP government fee depends on how many districts you will cover. Map your current and expected client sites by district. Industrial areas often fall in a district different from the nearby city, so check carefully.

Set up the office and registrations

You need a genuine MP office with rent agreement, NOC or ownership proof, plus Shop and Establishment (Gumasta), GST, EPF and ESIC registrations. Other-state companies also need the ESIC sub-code of the MP office.

Arrange training and the MoU

The proprietor, all partners or all directors need a training certificate from an MP PSARA registered training institute, and the agency needs an MoU with such an institute for guard training. See our MoU with training institute service.

5. Documents at a glance

The exact list depends on your entity type. The table below summarises the main groups.

6. The registration process in Madhya Pradesh

  1. Check the company name on the PSARA portal; change it if the same name exists
  2. Make sure the name avoids the words prohibited since 2022
  3. Prepare all documents and formats as per MP PSARA guidelines
  4. Create a profile on psara.gov.in
  5. Fill the application form and upload documents
  6. Pay the government fee and submit
  7. The Controller of MP PSARA issues a letter for police verification of the proprietor or all partners/directors, and of the office
  8. Any query appears on the portal; the applicant logs in, replies and re-submits
  9. After successful police verification of office and owners, the Controller issues the license if everything is in order

7. Government fees

Area of operationGovernment fee (registration)
One districtRs 5,000
Up to five districtsRs 10,000
Entire Madhya PradeshRs 25,000

For renewal, the same district-based slab generally applies, but confirm the current fee on the portal or with us at the time of filing. Professional fees for consultancy are separate and are quoted after reviewing your case. Remember to budget for related costs such as training, the MoU, uniforms, office set-up and add-on registrations.

8. How long approval takes

There is no fixed statutory processing time. In practice, MP PSARA applications commonly take around 60 to 90 days. The biggest variables are police verification and how quickly queries are answered. Applications move fastest when:

  • Names, addresses and dates match across PAN, Aadhaar, rent agreement and registrations
  • The office is functioning, with the banner displayed exactly as in the photographs
  • All owners are reachable for verification
  • Portal queries are answered within days, not weeks

9. Police verification and queries

Police verification covers the owners and the office. Local police for the office address and the residential addresses of the proprietor, partners or directors carry it out. Owners living in another district or state may be verified there, which can take longer. Queries from the Controller appear on the portal and must be answered by logging in, replying and re-submitting. A query left unanswered is one of the most common reasons an application appears stuck.

Never deploy guards or sign contracts on the strength of a pending application. Only an issued license permits you to operate.

10. Obligations once you are licensed

A license is the start of compliance, not the end. Key ongoing obligations include:

  • Guard eligibility: under Section 10, each guard must be an Indian citizen aged 18 to 65, with character and antecedents verified and training as prescribed
  • Training: keep the MoU with the training institute active and maintain training records
  • Uniform and ID: guards should carry ID cards and wear uniforms bearing the licensed agency's identity
  • Records: maintain guard, supervisor and deployment records
  • Labour and tax: file EPF, ESIC and GST returns on time and keep Gumasta valid
  • Changes: keep the authority informed of changes in office, partners or directors as required

Our MP PSARA yearly compliance service keeps these records in order between renewals.

11. Renewal: the five-year cycle

Under Section 8, a license is valid for five years unless cancelled, and the renewal application should be made at least 45 days before expiry. We recommend starting preparation 60 to 90 days ahead, and earlier if anything has changed.

Before expiryAction
90 daysReview the license, office, owners and district coverage for changes
75 daysCollect updated ITRs, office proof, Gumasta, GST, EPF and ESIC
60 daysPrepare affidavits, update training and MoU, take fresh photographs
45 days (latest)File the renewal and pay the fee

Renewal documents (as applicable)

  • Copy of the existing MP PSARA license
  • Updated entity documents: latest ITRs, current office rent agreement or ownership proof, valid Shop Act, GST, EPF and ESIC
  • Fresh affidavits and declarations as required
  • Updated training certificates and MoU
  • Details of guards and supervisors deployed and compliance records
  • Documents for any change in address, partners or directors

When renewal is not straightforward

A change of constitution, such as a proprietorship becoming a company, may need a fresh license because the new entity is a different legal person. A name change must pass the portal's name rules. If the license has already expired, stop and take advice immediately rather than continuing operations. Our MP PSARA license renewal service covers each of these situations.

Common myths about MP PSARA licensing

  • "A license from another state is enough." It is not. Operating in MP requires an MP license through an MP office.
  • "Renewal is automatic." It is not. You must file before expiry, with updated documents.
  • "Calling guards attendants avoids PSARA." The function of the staff matters, not the label used in invoices.
  • "A pending application allows operations." Only an issued license permits you to provide security services.
  • "Small agencies are exempt." The Act makes no exemption based on the number of guards.

12. Add-on registrations that support your license

  • Company, LLP or firm registration for the right entity
  • GST registration for invoicing clients
  • Shop and Establishment (Gumasta) for the MP office
  • EPF and ESIC for guards and staff
  • Udyam (MSME) registration for eligibility benefits
  • Trademark registration to protect your agency's brand and logo
  • ISO certification, which some tenders request

13. Owner's master checklist

  1. All owners eligible and of clean antecedents
  2. Name checked on the portal and free of prohibited words
  3. Entity formed and registrations obtained
  4. Genuine MP office with banner and photographs
  5. Owner training certificates and MoU in place
  6. Uniform, ID card and guard photographs ready
  7. Affidavits and formats drafted as per MP guidelines
  8. Application filed, fee paid, portal monitored
  9. Verification completed and license received
  10. Compliance maintained and renewal diarised 90 days before expiry

Frequently Asked Questions

Is an MP PSARA license required if I already hold a license in another state?

Yes. Each state's Controlling Authority licenses agencies operating in its territory. To provide security services in Madhya Pradesh, you need an MP license through an office in MP. Your other-state license can be submitted as a supporting document, along with the ESIC sub-code of your MP office.

How early should I start my MP PSARA renewal?

The Act requires the renewal application at least 45 days before the five-year license expires. Since processing commonly takes around 60 to 90 days in practice, we recommend starting preparation 60 to 90 days before expiry, and earlier if your office, owners or district coverage have changed.

What is the most common reason MP PSARA applications get delayed?

In our experience, delays usually come from mismatched details across documents, missing training certificates or MoU, offices that cannot be easily located during verification, and portal queries left unanswered. A carefully prepared file and prompt query replies avoid most of these problems.

Can a society or OPC apply for an MP PSARA license?

Yes. Eligible entities in Madhya Pradesh include proprietorships, partnership firms, LLPs, OPCs, private limited companies and societies. A society applies with the chairman's documents, the proprietorship-style entity list, and the society's PAN, by-laws and list of members. The chairman also needs the training certificate.

Do you handle MP PSARA work for agencies outside Bhopal?

Yes. We work with agencies across Madhya Pradesh. Documents are shared digitally, affidavits we draft are signed and notarised locally, and we file and follow up online. Police verification, where required, is carried out locally, so travel to Bhopal is not normally needed.
