How to Get a Security Agency License in Madhya Pradesh

How to Get a Security Agency License in Madhya Pradesh

Quick answer: A security agency license in Madhya Pradesh is the PSARA license issued by the Controlling Authority (Controller of PSARA, Madhya Pradesh). You get it by applying online on psara.gov.in with complete documents, paying the district-based government fee, clearing police verification of the owners and office, and answering any queries. It is valid for five years.

Many business owners search for a "security agency license" without realising that, legally, it is a license under the Private Security Agencies (Regulation) Act, 2005, commonly called PSARA. In Madhya Pradesh it is issued by the Controller of PSARA. This article helps you work out whether you are ready to apply and which route fits your situation.

Who issues the license and under which law

The PSARA Act is a central law, and each state appoints a Controlling Authority to grant licenses. The central government has also notified the Private Security Agencies Central Model Rules, 2020. The Act text is available on India Code, and the Ministry of Home Affairs oversees the framework. For Madhya Pradesh, applications are filed through the national portal, psara.gov.in, and decided by the Controller of PSARA, MP.

Readiness checklist: are you ready to apply?

Answer each question honestly. Every "no" is something to fix before filing.

QuestionWhy it matters
Are all owners Indian residents with clean antecedents?Section 6 disqualifies certain persons; police verify every owner
Is your agency name unique on the portal and free of restricted words?Duplicate names and words like DETECTIVE or FACILITY are not accepted
Do you have a working office in MP with valid proof? The office is physically verified
Do you hold Gumasta, GST, EPF and ESIC?All are part of the document list
Do all owners hold a PSARA training certificate?Required for proprietor, every partner or director
Is an MoU signed with an MP PSARA registered training institute?Shows how guards will be trained
Are uniform, ID card, banner and photographs ready?Required uploads
Are three years of ITRs available for each owner?Part of personal documents

Which route applies to you?

Scenario A: A brand-new business

You have no entity, no registrations and no office yet. Your path is longest: name check, entity registration, office, Gumasta, GST, EPF, ESIC, training, MoU and only then the PSARA application. Plan the full sequence together so that every registration uses the same name and address. Our article on how to start a security agency in Madhya Pradesh covers this route.

Scenario B: An existing company adding security services

You already run, say, a housekeeping or manpower business and want to add guarding. Check whether your name includes a restricted word like FACILITY or LABOUR SUPPLIER; if so, you may need a separate entity or a name change. Then fill the gaps, typically training certificates, the MoU, uniform photographs and affidavits.

Scenario C: An agency licensed in another state

A PSARA license from another state does not let you operate in Madhya Pradesh. You need an MP license as well. Submit your other-state license copy with the application, set up an MP office and provide the ESIC sub-code for that office.

Scenario D: An ex-serviceman setting up an agency

Retired defence and government personnel often bring credibility to this business. Include the government job retirement document with your personal papers. You still need the PSARA training certificate and all other documents.

The application in seven moves

  1. Prepare documents and affidavits as per the MP guideline.
  2. Create your profile on psara.gov.in.
  3. Fill the form and upload documents.
  4. Pay the government fee and submit.
  5. Undergo police verification of owners and office.
  6. Reply to any portal query and re-submit.
  7. Receive the license once everything is in order.

Common reasons applications stall

Even ready applicants lose weeks to avoidable issues. The most frequent ones we see are: a director or partner who is hard to reach during police verification, an office that is locked or has no banner when the police visit, a rent agreement that has expired, ITRs missing for one of the owners, and portal queries that sit unanswered because nobody is logging in. Assign one responsible person to watch the portal and coordinate with the owners, and most of these delays disappear.

Fees and time

The government fee is Rs 5,000 for one district, Rs 10,000 for up to five districts and Rs 25,000 for the whole state. Professional fees are separate and quoted after reviewing the case. There is no statutory time limit for approval; in practice it is commonly about 60 to 90 days.

What the license allows and requires

With a license, you can lawfully provide private security services in the area for which it was granted. In return, you must deploy only guards who meet Section 10 conditions (Indian citizen, aged 18 to 65, verified antecedents, trained as prescribed) and keep your records and registrations in order. The license lasts five years, and renewal must be applied for at least 45 days before expiry.

Remember: Operating without a license can attract a fine of up to Rs 25,000, imprisonment of up to one year, or both under Section 20.

Keep the five-year cycle in mind from day one. Store your login details, the submitted application and the license safely, and set a reminder 60 to 90 days before expiry so that renewal preparation starts in good time.

Frequently Asked Questions

Is a PSARA license the same as a security agency license?

Yes, in practice. The legal license required to run a private security agency in India is granted under the Private Security Agencies (Regulation) Act, 2005, so people refer to it as a PSARA license. In Madhya Pradesh it is issued by the Controller of PSARA after online application and verification.

I have a PSARA license from Maharashtra. Can I deploy guards in Indore?

Not on that license alone. PSARA licenses are granted state-wise by each Controlling Authority, so you need a Madhya Pradesh license to operate in MP. You can submit your other-state license with the MP application, along with an MP office and the ESIC sub-code for that office.

Can a manpower or facility company get a security license in its existing name?

It depends on the name. Since 2022, MP does not allow words such as FACILITY and LABOUR SUPPLIER in a security agency name. If your company name contains them, you may need a different entity or name for the security business. Review this before investing in other paperwork.
