MP PSARA License Document Checklist for New Applicants
Quick answer: A complete MP PSARA license document checklist covers four buckets: personal documents of the proprietor, partners or directors; entity documents such as GST, Gumasta, EPF and ESIC; office proof and photographs; and guard-related items such as ID card and uniform photos. The training certificate and MoU with an MP PSARA registered institute are essential.
If you are applying for the first time, an organised MP PSARA license document checklist is the single most useful tool you can have. Most first-time queries from the Controller of PSARA relate to documents that are missing, outdated or inconsistent. This guide organises the requirements so you can collect them in a logical order and check them before upload.
Think in four buckets
Instead of a long undifferentiated list, divide the work into four buckets. Each bucket has a different owner and a different timeline.
| Bucket | Who provides it | Examples | Typical lead time |
|---|---|---|---|
| 1. Personal documents | Proprietor, each partner or director | Photo, PAN, Aadhaar, ITR of last 3 years, training certificate | Short, except training |
| 2. Entity registrations | The business | GST, Gumasta, EPF, ESIC, PAN of entity, incorporation documents | Moderate |
| 3. Office proof | Owner or landlord | Rent agreement/ownership document, office photos with banner | Short to moderate |
| 4. Guard and PSARA-specific items | Agency with training institute | MoU, guard ID card, 4-side uniform photo, affidavits | Moderate |
Bucket 1: Personal documents
For a proprietor, the list is: Photo; PAN Card; Aadhaar Card; ITR of last 3 years; Training Certificate from MP PSARA registered Institute; Govt Job Retirement Document (if retired from Army/Govt job/PSU).
For partners of a firm or LLP, and directors of a company, the personal list additionally includes the marksheet of final education. Every partner or director needs their own training certificate under PSARA. For a society, the chairman provides photo, PAN, Aadhaar, ITR of last 3 years, training certificate and a retirement document if applicable.
Bucket 2: Entity registrations
Most entities need GST, Shop & Establishment (Gumasta), EPF and ESIC registrations. Depending on the structure, you will also need:
- Partnership firm: PAN of firm, partnership deed, labour license (if available).
- LLP: PAN, incorporation certificate, LLP agreement.
- Private limited company: PAN of company, certificate of incorporation, MOA and AOA.
- Society: society PAN card, by-laws and list of members.
If any of these are not yet in place, our add-on services for company registration, GST registration and Shop Act (Gumasta) registration can run alongside your PSARA preparation. EPF and ESIC registration details are available from the official EPFO website.
Bucket 3: Office proof
- Rent agreement, NOC or ownership document of the office in Madhya Pradesh.
- Office outer photograph with banner showing the agency name.
- Office inner photograph.
- ESIC sub-code of the MP office, if the company is from another state.
The office address must be identical on the rent agreement, Gumasta, GST and the PSARA form. This single point causes more queries than almost anything else.
Bucket 4: Guard and PSARA-specific items
- MoU from an MP PSARA registered training institute.
- Employee (guard) ID card, or demo ID card.
- Guard 4-side photograph wearing full uniform with company logo and ID card.
- Cloth sample of guard uniform (pant and shirt) for firms, LLPs and companies; logo embroidery on cloth for companies.
- Affidavits: Form 3 and Form 7 affidavits for proprietorships; affidavit of all directors for companies.
- Supervisor Aadhaar card (proprietorship list).
- PSARA license of another state, if available.

Entity-wise detailed lists
This checklist gives you the overall picture. For exact lists by structure, see our dedicated pages for proprietorship, partnership firm and private limited company applicants, or the combined documents required for MP PSARA registration page.
File naming makes review easier
Name each scan clearly before upload, for example "Partner1_PAN" or "Office_RentAgreement". When a query arrives, you will find the right file in seconds and know exactly which version the office has seen.
Where new applicants usually slip
Three patterns appear again and again in first-time files. First, the office is rented in the owner's personal name while all registrations are in the firm's or company's name, so the address proof does not clearly link to the applicant entity. Second, only one partner or director completes PSARA training, even though every partner or director needs a certificate. Third, guard photographs are taken in a plain shirt without the logo or ID card, or from only one angle. Each of these is easy to fix before filing and frustrating to fix after a query.
We prepare all documents, formats and affidavits required for MP PSARA approval, and file the application for you. If you would like a gap review of what you already have, share your current documents through our contact page.
Frequently Asked Questions
Which document takes the longest to arrange for MP PSARA?
In practice, the training certificate and MoU with an MP PSARA registered institute often take the longest, especially when several partners or directors must complete training. Entity registrations such as EPF and ESIC can also take some time, so start these early alongside office setup.
Do I need ITRs for all three years if my business is new?
The list asks for ITRs of the last three years for the proprietor, partners or directors in their personal capacity. If a person has not filed returns for all three years, discuss the situation before filing, because missing ITRs commonly lead to queries.
Is GST registration compulsory before applying for PSARA in MP?
The document lists for MP PSARA include a GST registration certificate for proprietorships, firms, LLPs and companies. It is therefore treated as a required document for the application, and it should carry the same name and office address as other documents.
Can I use a home address as the office for PSARA?
The applicant must have a business place in Madhya Pradesh supported by a rent agreement, NOC or ownership document, and office photographs with a banner. A residential property used as an office may be acceptable only if it genuinely functions as an office and documents support it.
