MP PSARA License: Director and Partner Document Requirements

MP PSARA License: Director and Partner Document Requirements

Quick answer: For an MP PSARA license, each partner of a firm or LLP and each director of a company must provide photo, PAN, Aadhaar, final education marksheet, ITR of last 3 years and a PSARA training certificate. Directors also provide a government job retirement document if applicable and sign the directors' affidavit. Each person is also covered by police verification.

The individuals behind a security agency matter as much as the entity itself. The MP PSARA director and partner documents are how the Controlling Authority identifies each person, checks their background and confirms their training. This guide compares the requirements role by role and offers a simple way to build a clean personal file for each person.

Partners who have retired from government service may still wish to include their retirement document as supporting background, even though it is not specifically listed for partners.

What each document proves

  • Photo, PAN and Aadhaar: identity and address. These are used to match the person across the application, affidavits and police verification.
  • Marksheet of final education: educational background of persons managing a firm or company.
  • ITR of last 3 years: financial antecedents and a regular income history.
  • Training certificate: confirms the person has undergone PSARA training at an MP PSARA registered institute. See our PSARA training certificate service.
  • Retirement document: service background for ex-Army, government or PSU personnel.

Eligibility applies to every person

Section 6 of the Private Security Agencies (Regulation) Act, 2005 describes persons who are not eligible for a license, such as those convicted of offences related to security agency business or involving moral turpitude, or those dismissed from government service for misconduct. In a firm or company, the authority looks at each partner or director. One ineligible person can affect the whole application. The Act text is available on India Code.

Building a personal file for each person

Prepare one folder per partner or director, physical and digital, with the following:

  1. A one-page profile: full name as on PAN, father's or spouse's name, date of birth, current address, mobile number, email, role in the entity.
  2. Colour scans of photo, PAN and Aadhaar.
  3. Final education marksheet scan.
  4. ITR acknowledgements for the last three assessment years.
  5. PSARA training certificate.
  6. Retirement document, if applicable.
  7. Executed affidavit or declaration, once facts are final.

Label each file with the person's name and document type. This makes upload faster and query replies easier.

Scenarios worth planning for

A director who is a non-resident

The applicant generally needs to be an Indian resident with clean antecedents. If a proposed director lives abroad, collecting personal documents, affidavits and completing verification may be difficult. Discuss board composition before filing.

A partner without three years of ITRs

A young partner or a homemaker partner may not have filed returns for all three years. This is a common cause of queries. Consider the issue before finalising the deed.

A director joining after filing

Adding a director mid-process means new documents, new training, new affidavit and new verification. Where possible, freeze the board until the license is issued.

Original documents for each person may be needed during police verification. Make sure every partner or director keeps their originals accessible during the application period.

Training: the requirement that takes longest

Of all personal documents, the PSARA training certificate usually needs the most lead time, because it depends on the training institute's schedule and on each person attending. For a firm with three partners or a company with three directors, that means three people coordinating time for training. Start this early, ideally at the same time as you begin entity registrations. The training should be from an institute registered with MP PSARA, and the agency should also sign an MoU with a registered institute for guard training. Our MoU with PSARA training institute service can arrange both together.

A note on ITRs and new businesspeople

The three-year ITR requirement is personal, not linked to the security business. A director who has been salaried and filed returns meets it, even if they have never run a business. The difficulty arises with persons who have never filed returns, such as students or family members joining as partners for the first time. If such a person is essential to the structure, discuss the position before filing rather than leaving the gap for the office to discover.

Changes after the license

Partners and directors may change during the five-year license period. Such changes should be communicated to the authority with the incoming person's documents, and they will be reflected at renewal. The incoming person will typically need the same personal documents, training certificate and declarations as the original partners or directors.

For full entity lists, see PSARA documents for partnership firms and PSARA documents for private limited companies. We prepare formats, affidavits and declarations for each partner or director as part of our MP PSARA license registration service.

Frequently Asked Questions

Do sleeping partners also need to submit documents for MP PSARA?

Yes. The list applies to all partners, not only working partners. Each partner provides personal documents and a PSARA training certificate, and each is covered by police verification. If a partner is not willing to participate, consider the firm's structure before filing.

Is a final education marksheet required for a proprietor?

The MP PSARA personal document list for proprietors does not include a marksheet. It is listed for partners of firms and LLPs and for directors of private limited companies. Proprietors provide photo, PAN, Aadhaar, three years of ITR, training certificate and retirement document if applicable.

Can a director without PSARA training be included?

Including a director without a PSARA training certificate is likely to lead to a query. The private limited company list includes a training certificate for directors, so every director named in the application should complete training at an MP PSARA registered institute before filing.

What if a partner has retired from the Army?

Ex-servicemen often make strong partners in security agencies. Include the retirement or discharge document as supporting background. Even though it is specifically listed for proprietors and directors, it helps establish the person's service background for any role. If in doubt, have the file reviewed before you submit or reply.
